I would definitely shop local not online when buying jewellery. As for the setting being too high, you should try to find out what kind of ring your fiancee would like. Most girls prefer to design / pick out their own ring. She'll be the one wearing it. If you want to keep it a surprise from her, see if you can get a friend / cousin / sister to pretend that she is going to be getting engaged and go ring shopping with her. THen design your ring around whatever pictures or ideas she gets from your fiancee. Or you could propose to her without a ring, use a symbol of your love instead, or simply with the diamond and let her design it her way.
