Does it cost money if you watch all your videos in HD on youtube?

Well I was watching a video on youtube and I noticed why did it look really low quality...I was looking anywhere to see if it will make it seem more clearer and crisp then I saw the 720p button, I clicked on it and it looked better...What I want to know is, does it cost money to leave all videos like that when watching in full view?
